Because "your price" is the sale price. We always show the largest difference in price, be that MSRP and customer price, MSRP and sale price, or customer price and sale price.
You can modify the product details code to take out the "HasXXXXPrice" logic, so they show all the time. The product lists on category pages are not editable in the same way.
I can make that work, it's not perfect.
I think your logic may be flawed, however. I am pretty sure here in NY it is against the law to show a discount in the way that you do. If you advertise a higher price (msrp) you have to had actually sold (or offered for sale) the product at that price to claim that your are discounting it by xx% (or you save $xx). At the very least, site owners should be cautious of the MSRP and be sure it is correct.
