I would like to offer personalization options for certain products, but need to be able to charge a fee for them. Is this possible?

Yep you can definitely setup surcharges on personalizations. You can make it as an overall thing, on a per option bases, and if you do thinks like inscriptions you can even charge on a per letter basis.
