I use FTP to transfer files to my clients. When authorized clients download a file from my FTP folder, does it leave record of their activity, e.g., a simple number count of downloads, with corresponding dates and times? If so, where would I check this activity record?

I am sorry, but we do not provide FTP logs for shared hosting. You can get this with a VPS, however.
