I am having someone set up a forum on my non-ecommerce hosted site (through network solutions). However, I cannot figure out a way to give them access so they can do all the PHP/phpbb stuff. They need cpanel access.

How can I give them this access without my billing information (It doesn't look like you can create a different user for the network solutions site). They have FTP access, but that apparently doesn't have what they need.

I'm not all that familiar with this system as I only handle the Ecommerce shopping cart so I am going to move this post to a spot that someone else may be able to help you out with this. You may also be better off trying to contact the support team directly regarding this 1-800-333-7680.

You may add an "Account Technical Contact" that can manage your account/settings but will not be able to use your billing information (they may renew services, but must supply a new credit card; they cannot add services even with a new credit card).

When logged in, click on the "Profiles and Accounts" link on the left navigation and then select "Account(s)".

Scroll down and you will see "People Who Can Access this Account" and a button to "Edit Account Contacts".

On the next page you will see the option to "Add an Account Administrative or Technical Contact".

From there you can enter their email address; they will receive an email inviting them to become a contact on your account (you can always remove them later if need be).
