Still Waiting For Response On Memory Upload Limit Options

I'm still waiting for an answer on this. Is there anyway to have the memory_limit and or upload_max_filesize increased to 24megs in php.ini ? . I could maybe get by with less. What's the policy on this? With php you cannot upload an image more than 2000 px wide.
