Your gateway checks the information and then passes along the approval or decline to your merchant account for payment, but the question is, are you looking at your orders to see WHY their orders are declining? Most of the time you will get a CODE for the failure if not a text reason.
If it's because of Address verification there is little you can do, if you disable avs you open yourself up to fraud... You need to look at your declines and see why, if it doesn't show you in the order go directly to your gateway and see what it says there.
