Yes, you read that correctly. Google is allowing their users to rearrange their commonly used search results pages to put someone at the top or remove them altogether. They have already been showing
customized search results based on a user's previous searches for some time now. But now, simple tools for rearranging their own result pages are in the hands of every Google Account. Will this have drastic effects on a site's general rankings? Will these settings affect the search results seen by other Google users? No (but just a little yes).
