I've placed the ROI info into my payment gateway, but when my customer uses Google Checkout or Paypal, it wont trigger.

Any idea where else to place the script to trigger 100% of the time?

We seem to feel like we are being subjected to click fraud (10K in 6 months at minimum bids)

No idea, but I agree, I do believe there is alot of click fraud associated with google PPC.

Thats about what it costs me too. In fact mine totals out to almost $12,000.00 since January.

About half of that is a total waste because of all the errors, courtesy of No-Network-Solution.
